I know that Time Lord's a species, but they evolved into that species. They started off as Gallifreyans and evolved, through prolonged exposure to the Time Vortex. That's even explained in-universe - either A Good Man or Gridlock. So River evolved in the same way, to a slightly different variation of the main-stream Time Lord species.
