The recent DWM special on the 50th Anniversary said that Stephen Moffat had tied with having a very famous actor as a one-off far future Doctor, but never did anything with it. When Christopher Ecclestone decided not to take part in the Anniversary Special, Moffat modified this idea to be a hitherto-unknown past Doctor, noting that there had never been an 8/9 regeneration.
