Following the Time War, the Strategist Daleks of the New Dalek Paradigm were distinguished by their blue casings. (TV: Victory of the Daleks) While this model was initially mass-produced, (COMIC: The Only Good Dalek) it was retired in favour of returning to the casing style of the Time War, the Black Daleks subsequently being assigned as the new strategists.
