Tor was one of the Savages who lived outside the City of the Elders.

Tor was uneasy at Chal's trust of the First Doctor, Dodo Chaplet and Steven Taylor. He wanted to kill Exorse when he was captured by Steven.

When Steven was chosen to lead the Savages and Elders, Tor agreed to accept his decisions. (TV: The Savages)
