Flower was an attendant in the City.

Flower lived in the City and worked as an attendant for the Elders, (PROSE: The Savages) in whom she had faith. Unlike her fellow attendant Avon, however, she sometimes wondered about what the world outside of the City was like.

When the First Doctor, Steven Taylor and Dodo Chaplet visited the City, Flower and Avon gave Steven and Dodo a tour and intended to take them to the stadium where a celebration was to be held in their honour. However, Dodo slipped away and they reported her disappearance to Jano. Edal found her and Flower accused her of making up her story about Senta's laboratory despite knowing what the scientists did to the savages there.

Flower and Avon were taken to the Elders at Edal's command. She worried that they might be subject to the transference used on the savages, but Avon, after attempting to accept all responsibility, assured her that they would not. (TV: The Savages)

Flower trusted that the Elders knew what was best for the denizens of the City, but was curious about how real rain, wind and sunshine felt. (TV: The Savages) Whilst Avon knew most things about the City, Flower admitted that she was "a little shaky" with her facts. (PROSE: The Savages)
