Commander Bernard was in charge of a Human Fleet on in charge of getting the Parrinium following a second bout of the Space plague. He chastised Mark Seven for delaying the operation. This got worse when Mark and Anya Kingdom went off the ship. He ordered the Marines after them shooting at Leela and the Fourth Doctor.
