Crispin Torr was the commander of ALARC. He was researching he development of androids without restrictions and limitations. This was to create better AIs. He had Mariah Six mimic her as part to get her to have leadership qualities. The Tenth Doctor asked him about the Androids after Moran Kez's death thinking that their was a rogue Android. He told him that the Androids would have the memories wiped and that only Human's could switch it off. The Doctor showed him that they was an android who was copying one of the bear creatures, his caused his memory to corrupt revealing he was part of his system. (AUDIO: Cycle of Destruction)
