Ray Winninger was a game designer for The Doctor Who Role Playing Game.

Winninger, who had already played the RPG before his official involvement, wrote his own player characters Kelly, Gwendolyn Frazier, and Philip DuLake as the stars of his supplemental adventures.[1]

Doctor Who was Winninger's first published RPG work, and he would see significant further success in the field. In 2013, the fanzine Diary of the Doctor Who Role-Playing Games interviewed Winninger.
