Colonel Kadomba was the head of the Agents' Selection Board in the Bereznik Secret Police in the late 2040s.

He met with Colonel Tobolski to discuss the capture of Agent Twenty One, formerly of the Universal Secret Service, in Berlin. Kadomba informed him that the candidates for the mission were ready for his scrutiny with Tobolski ultimately choosing 24 year old Hans Surbeck because he looked "ordinary" and would be able to blend in with a crowd.
