Colonel Tobolski was the head of the Bereznik Secret Police, succeeding Colonel Paternik.

After orchestrating the death of Agent Twenty One's friend and colleague Tina Palamac, Paternik predicted that he would come hunting for revenge. When he finally arrived in Bereznik, he found that Tobolski was the new head of the agency and Paternik was awaiting the death sentence in prison for incompetence, although he was actually just in hiding. With the Universal Secret Service now thinking him a traitor after his resignation and apparent defection, Tobolski was able to "persuade" Twenty One to join the Secret Police as "X Two One". Under Tobolski's watchful eye, a deadly toys factory similar to the one at the USS was constructed but this marked the end of Twenty One's usefulness and Tobolski attempted to order his execution although Twenty One was able to take him hostage first. He took Tobolski further into the factory, calling him a fool and explaining that everything in it was designed to help him with the toys his army and his watch the only device able to control it. Tobolski was then taken by Twenty One to Secret Police Headquarters but tried to warn the guards of his plight resulting in a toy archer shooting him, knocking him unconscious for hours. Tobolski met with Colonel Kadomba of the Agents' Selection Board to discuss the right agent to get a confession of Twenty One's secrets in Berlin, where he had been tracked. Tobolski eventually chose 24 year old Hans Surbeck for the mission because he looked "ordinary" and would be able to blend in with a crowd, in contrast to Bereznik's usual brute force approach although Surbeck still ultimately failed.
