A sentient storm was present when Phaidon returned to the universe. It was around the crashed Time Lord ship. It taunted Narvin and the Dalek taskforce sent there. It came from a device that could navigate all timelines including the pre-Last Great Time War timeline. It asked Leela why she wanted to use the device. It tricked the Dalek scout to pick the wrong device killing it from all timelines and the rest of its fleet. It felt a kinship with Narvin.
