Julia Luthe was offered Berlin by the Cybermen. She was in charge of the Conformity Institute. She taught at the institute. She talked with the Unbound Doctor about conformity. She thought that the Cybermen were there to stop World War II from happening as they were taking the people who would be the rank and file of the German Army. (AUDIO: Willkommen)
Her mind was broken after the Cyber-Planner was destroyed, and spent her time to fix it.[statement unclear] Bernice Summerfield found her in this situation.
