Conformity Institute
The Conformity Institute was an organisation established in Berlin in the early 1930s by the Cybermen, with a Cyber-Planner installed to run it and a conditioned Julia Luthe serving as its nominal director. The purpose of the institute was to educate and condition humans ahead of becoming Cybermen.
The Unbound Doctor visited the institute after arriving in Berlin with Bernice Summerfield and was given a tour by Luthe, during which he was appalled by the classes and realised that the equations being taught were far beyond the understanding of contemporary humans. He demanded an audience with the individual responsible for the syllabus and destroyed the Cyber-Planner with his sonic screwdriver after getting it to switch off its emotional inhibitor, disturbing Luthe and undoing her conditioning. When the Cybermen sent out their hypnotic pulse, the students of the Conformity Institute marched into the conversion chambers. Luthe, however, was unfit to hear the pulse and tried in vain to repair the Cyber-Planner in the hopes of receiving new orders. (AUDIO: Auf Wiedersehen)
