According to Arnold Bocklin, a homeless guy used to "hang out" on Whitworth Street in Manchester.

Some time prior to 2005, the homeless man was found on Whitworth Street in Manchester. He once got into an argument with Tony Wilson. Arnold Bocklin knew of the homeless man and his habit of quoting poetry if given money. In 2005, Arnold wrote about the man on Doctor Who?, noting his similarity to the Ninth Doctor. While not named in Have You Seen This Man?, the homeless man was implied to be Boethius in the 2002 film 24 Hour Party People, a Roman philosopher who was merely disguised as a homeless man in the 1980s. Additionally, Boethius was portrayed by Christopher Eccleston.
