Upon realising Maestro was the child of the Toymaker, the Fifteenth Doctor recognised them as belonging to the Pantheon, the name he used for a grouping of "vast powers" who resided "beyond the universe". Maestro went on to recognise, and be cowed by, the power of the Oldest One, and also mentioned the One Who Waits, (TV: The Devil's Chord [+]Loading...["The Devil's Chord (TV story)"]) to whom the Toymaker had already referred during his game with the Fourteenth Doctor. Behind the scenes
In the Doctor Who: Unleashed episode associated with The Devil's Chord [+]Loading...["The Devil's Chord (TV story)"], Russell T Davies mentioned that he and other writers liked to call the Pantheon "the Gods of Chaos", but was not sure that this was "official". He also clarified that, although he liked to come across as the Supreme Being of the Pantheon, the Toymaker was not actually its most powerful member, as hinted in The Devil's Chord itself with mentions of the Oldest One.
