When Sutekh proclaimed he would destroy the Doctor's universe with his gift of death, he announced this would be his Empire of Death. The ultimate goal, as his harbinger described it, was for Sutekh to "stand alone for all eternity" over his empire, with all living beings extinguished.

In a subsequently reverted series of events, Sutekh succeeded in destroying all life in the history of the universe, apart from the Fifteenth Doctor and Ruby Sunday, who were on the run in their Remembered TARDIS, after destroying all life in the locations where the Doctor's TARDIS had previously landed, then seeding death through the generations.
