Trevor was a census taker for the Galactic Census Bureau. As a visitor, he was known on Terra Alpha as Trevor Sigma.

Trevor lived in the Galactic Centre and worked for the Galactic Census Bureau (TV: The Happiness Patrol [+]Loading...["The Happiness Patrol (TV story)"]) as a census taker. (PROSE: The Happiness Patrol [+]Loading...["The Happiness Patrol (novelisation)"]) His job took him to various planets including Earth, which he found miserable, and Terra Alpha, (TV: The Happiness Patrol [+]Loading...["The Happiness Patrol (TV story)"]) where he immediately befriended Gilbert M and failed to arrange a meeting with the Kandy Man. Six months after last taking a census on Terra Alpha, Trevor was sent back to the planet to compile a list of everybody who had disappeared since then. He failed to properly identify the Seventh Doctor and Ace (TV: The Happiness Patrol [+]Loading...["The Happiness Patrol (TV story)"]) and, after telling Gilbert all about the Bureau's restructuring, was scared out of the Kandy Kitchen by the Kandy Man, who did not wish to answer his questions. (PROSE: The Happiness Patrol [+]Loading...["The Happiness Patrol (novelisation)"]) When he met the Doctor again, the Doctor manipulated him into getting him access to Helen A's palace where Trevor drank lemonade with Joseph C and informed Helen A that she could not attempt to execute Susan Q by fondant surprise a second time.

Trevor completed his list and was due to visit Earth. Before he departed, he bumped into the Doctor in Forum Square and confirmed that his list was of those who had disappeared under Helen A's regime, although he could not understand why he had been asked to make such a list. The Seventh Doctor deduced that Trevor's findings would be analysed so that the Galactic Census Bureau could devise a plan of action, although he doubted any decision would be made until long after Terra Alpha had forgotten Helen A and the Happiness Patrol. Trevor loved paperwork and bureaucracy and did not care for the flamboyance of Terra Alpha. His enthusiasm for facts and statistics drew him to Gilbert M, whom he immediately liked. (PROSE: The Happiness Patrol [+]Loading...["The Happiness Patrol (novelisation)"]) When he heard Earl Sigma play the harmonica, he enjoyed the feeling of pleasant melancholy.
