Joseph C was a citizen of Terra Alpha and husband of Helen A.

Joseph C married Helen A and lived with her at the palace on Terra Alpha. (PROSE: The Happiness Patrol [+]Loading...["The Happiness Patrol (novelisation)"]) He assisted her in her brutal regime by overseeing executions and found Trevor Sigma's regular visits to the planet to be an inconvenience. (TV: The Happiness Patrol [+]Loading...["The Happiness Patrol (TV story)"]) He was not especially happy in the marriage and knew to be deferential to his wife, especially when she was in one of her moods. Joseph C oversaw Andrew X's execution for a charge of public grief and later welcomed Trevor Sigma and the Seventh Doctor, whom he thought was unusual, to the palace. He and Trevor Sigma drank lemonade and watched Susan Q's failed execution, after which he took a photograph of her and Ace for the posters outside of the Forum to advertise the Happiness Patrol auditions. When Helen decided to release Fifi into the pipes, Joseph C was tasked with waiting for her, but he decided to leave the planet in her shuttle with Gilbert M (TV: The Happiness Patrol [+]Loading...["The Happiness Patrol (TV story)"]) to start a new life on a distant world. Joseph C was a strong believer in doing things properly and regularly told Helen A that it was important to observe the preliminaries of the process of execution. His wife rarely listened to him and, whenever she unexpectedly left him, he would go to the drinks cabinet as, despite alcohol having been banned from the palace, holding a glass gave him a sense of security.
