Marnal, the father of the Master, sought to build New Gallifrey after the Eighth Doctor destroyed Romana III's Gallifrey in the War in Heaven, since the Time Lords survived within the Matrix, which had been downloaded into the Doctor's mind. The reconstruction of the Matrix (and, thanks to it, of the Time Lords and Gallifrey) was possible, but required a sufficiently advanced computer. During what would become the Year That Never Was, the Saxon Master hoped to found a new home planet for himself in "the heavens", New Gallifrey, after establishing his New Time Lord Empire following the loss of Gallifrey in the Time War. He suggested to the Tenth Doctor that this would be the point where the Drumming calling him to war would stop. However, before the Toclafane serving the Master could begin the invasion of the universe, the paradox machine was destroyed, reversing the year in which the Master ruled over the Earth.
