Bernard Horsfall (20 November 1930-29 January 2013[1]) played several characters in Doctor Who television stories. All his television stories were directed by David Maloney. In 2003, he played Arnold Baynes in the Big Finish Doctor Who audio story Davros.

A popular theory among fans, based on the fact that both characters were played by Horsfall, is that the First Time Lord of The War Games was Goth. This was confirmed retroactively in the short story Future Imperfect, though other sources gave other identifications for this Time Lord.

Outside Doctor Who, Horsfall had a notable role as Campbell, James Bond's contact and assistant in the 1969 film On Her Majesty's Secret Service. He has also had roles in several episodes of The Avengers, as well as appearing in Elizabeth R, The Jewel in the Crown, Jackanory, and Out of the Unknown. Other film roles include General Edgar in Gandhi and Balliol in Braveheart.

He was due to attend the 2013 Gallifrey One convention in February 2013 but died on 29 January at the age of 82.
