Martin Gore is one of the founding members of the band Depeche Mode. He wrote the original version of this song, which they first recorded together in 1989.

Though no connection has been made in-universe, the band was previously mentioned in a piece of flash fiction, as part of PROSE: Have You Seen This Man? [+]Loading...["Have You Seen This Man? (short story)"], in which the Ninth Doctor visits an HMV, asks for recommendations, and is told about Ultra by Depeche Mode.
