Celestial Intervention Agency
Celestial Intervention Agency, mostly referred to as the CIA are the Gallifreyan equivalent of spies who "don't even know which side they're on." (BFA: Gallifrey). They evolved from a core group of Rassilon's guards. (NA: Lungbarrow)
The CIA were a group created to be a covert arm of the High Council to safe guard the Time Lord's interests. (DW: Shada)
CIA's involvment in the universe
The CIA would routinely use others for to do their bidding out in the universe (both knowingly and unknowingly). They 'recruited' the Doctor in his Third incarnation during his exile on the planet Earth. Firstly to travel to the planet Uxarieus to prevent the Master from obtaining the Doomsday Weapon. (DW: Colony in Space) Then sending the Doctor to the planet Peladon to assist in its joining the Galactic Federation. (DW: The Curse of Peladon) Following this he was sent to the planet Solos in Earth's future to deliver a package from the Time Lords. (DW: The Mutants)
It was a Time Lord by the name of Lord Ferain who appeared to the Doctor to send him on a mission (the Doctor in his Fourth incarnation) to the planet Skaro to avert the creation of the Daleks. It is believed that this was also one of the pre-emptive salvos of the Time War. (NA: Lungbarrow, DW: Genesis of the Daleks)
Following this (semi-successful) mission the Doctor was sent to the planet Karn to prevent ex-Gallifreyan president Morbius from being ressurected and returned to body by Dr. Mehendri Solon. (DW: The Brain of Morbius)
The CIA sent a Time Lord as their agent to the planet Apertsu to serve as a security consultant, however he was captured by Aubertides who wanted the secret of regeneration. (NA: Human Nature)

Leadership
- Sentris was head of the CIA for a time before discovering how many people she had sent to the Oubliette of Eternity, upon discovering the number she threw herself into it. (BFA: Neverland)
- Coordinator Vansell was head of the CIA during Romana's presidency until he encoutered the anti-time creatures. (BFA: Neverland)
- Coordinator Narvin took over as head of the CIA following Vansell's death aboard the timestation.
CIA Assets
- Space Station Zenobia (the location of the Sixth Doctor's trial) was the property of the CIA. (EDA: The Eight Doctors)
- Oubliette of Eternity a device which was supposed to remove people from history, but instead made them 'Neverpeople'. (BFA: Neverland)
CIA Experiments
- The CIA began to fear the amount of temporally active races so they began experimenting with various temporal technologies, among these were the TARDISes, they attempted to move the minds of (newly created) TARDISes within the minds of aliens taken from over 50 planets. Time Lady Professor Klyst oversaw this experiment. (BFA: Unregenerate!)
The CIA and The War
President Romana sends CIA agents Gandarotethetledrax and Cavisadoratrelundar to observe/create the first type 102 TARDIS (knowing that it will be a vital piece of technology in the upcoming war), they witness former Remote agent known as Compassion complete a transition to a sentient TARDIS, but are halted by the people of the Catuvalani, the Doctor (in his Eighth incarnation) escapes with the type 102 TARDIS. (At some point) in the lead up to The War the CIA became worried that they might be erased from history (or caught in the crossfire) between the Time Lords and The Enemy, therefore they created Mictlan, a world outside of time and the universe for themselves to hide within.
However they also needed to remove themselves from the universe of physicality, they therefore turned themselves into The Celestis. (EDA: Alien Bodies, The Taking of Planet 5, Interference)
