Brian Friedkin was a high ranking member of the CIA.
Biography
For years, he had been receiving orders from someone he didn't know, on one phone. Shortly after Miracle Day he was ordered to have anybody with knowledge of Torchwood 'removed' (since nobody but Jack can actually die after the Miracle). He ordered Lyn Peterfield to poison Captain Jack Harkness (at some point finding out that Jack is mortal), but Jack was given an antidote and survived. (TW: Rendition)
Rex Matheson later confronted Friedkin, and got his phone- the only way Friedkin could contact the mysterious people who knew about the miracle. Rex then shot close by Friedkin's ear, deafening him. (TW: Dead of Night)
