The Shadow was sent by the Black Guardian to recover the pieces of the Key to Time, he found the sixth segment of the Key to Time embodied in Princess Astra of Atrios and waited while the fourth incarnation of the Doctor and Romana sought out the other five pieces under a mission from the White Guardian.
