This Time Lord Messenger, dressed as an English businessman, appeared before the Third Doctor, sent by the Time Lords (probably, in retrospect, by the Celestial Intervention Agency). His disguise was somewhat compromised by his hovering in mid-air, due to his co-ordinates having "slipped". He warned the Doctor that his old enemy, the Master, was on Earth and might try to kill him. (DW: Terror of the Autons)
