Shadow Proclamation

The Shadow Proclamation are most likely a compact or treaty related to Galactic Law (or even higher authorities).
The Doctor used the Shadow Proclamation as a means to speak with the Nestene Consciousness (DW: Rose)
The treaty allows one party to seek an audience with another under peaceful contract. Under the Proclamation, the "seeding" of Level 5 planets was prohibited. So, the March of the Adipose on Earth (a level 5 planet) and the events leading up to it meant that the Adipose were breaking the law. (DW:Partners in Crime)
