Captain Andrew Staines was a British Army officer and government official.

In 1965, Staines was involved in a deal with the alien race known as the 456, on behalf of the British government. Staines acted as a radio operator, and along with Jack Harkness, Michael Sanders, and Ellen Hunt, agreed to deliver to the 456 twelve young orphans as a "gift" at a meeting point in Scotland. In exchange for the children, the unseen aliens gave them a cure for a new strain of an Indonesian influenza that the aliens claimed would mutate and kill twenty-five million people without it. Later that year, Staines left the Scots Guards and began retraining as a teacher. He took his first post at Reading Grammar School.
