Creation had several (albeit related) meanings, it could be the creation of something be it a species, an object or a creative endeavour. Alternatively it could relate to "creation" as a wider term mostly used by Daleks and Time Lords alike to refer to the whole of reality — not just their own universe but "every dimension, every parallel".
