From Tardis Wiki, the free Doctor Who reference

Creation had several (albeit related) meanings, it could be the creation of something be it a species, an object or a creative endeavour. Alternatively it could relate to "creation" as a wider term mostly used by Daleks and Time Lords alike to refer to the whole of reality — not just their own universe but "every dimension, every parallel". (TV: Journey's End, The End of Time) In this sense it was a chaotic place, delicately balanced. (TV: Time and the Rani [+]Loading...["Time and the Rani (TV story)"], The Time Monster [+]Loading...["The Time Monster (TV story)"]) Logopolis was crucial to delicate stability of all of creation. (TV: Logopolis [+]Loading...["Logopolis (TV story)"]) There were many edges and frontiers of creation, depending on the temporal and spacial frame.
