The giant maggots were mutated versions of normal maggots.

The giant maggots were similar to regular maggots except for their immense size, sharp fangs and thick skin which made them invulnerable to armour-piercing bullets and high-explosive grenades. Unlike normal maggots, pesticides strengthened the giant maggots. These maggots would eventually develop into giant flies. (TV: The Green Death)

The giant maggots were created by the chemicals dumped by BOSS' Global Chemicals in Llanfairfach. They killed anyone who came near them, due to their aggressive nature and the deadly chemicals. It was eventually discovered by Professor Cliff Jones that his edible fungus was poisonous to the maggots and it was used to wipe out the entire species. (TV: The Green Death)

Some maggots survived within the extensive caves system of Llanfairfach, and over time they evolved into an intelligent species.

BOSS used the surviving maggots in the Llanfairfach cave systems as both drones and foodstuff for the Proper Grub health food corporation, controlling them via sonics. However, over time they evolved, until they were able to take control of BOSS, becoming the company's new secret owners. Their "espilon" maggots continued serving as the secret ingredient in Proper Grub foods, while "alpha" maggots would grow into some undisclosed manner of intelligent lifeform. Jack Harkness and Jo Grant stumbled onto their operation but ultimately let it continue, as the species was content to stay underground. (AUDIO: The Green Life)

Sometime after 2022, (TV: The Power of the Doctor [+]Loading...["The Power of the Doctor (TV story)"]) Ian Chesterton told the companion support group of his adventure with the world of giant ants. After Ian's passing, the group reminsced about Ian and his tales. Jo remembered the story, feeling that she had it bad enough with giant maggots.
