J. Gray was a 21 short story printed in TV Century 21 that contained elements from the Doctor Who universe.

Agent J. Gray of the Universal Secret Service writes in to Twenty One to answer the queries of Agent Derek Connell some weeks prior. As with Connell, Gray compliments the coverage of the rise of the Daleks in TV 21, with Twenty One confirming Gray's assertions regarding the identity of the "mysterious" Penelope Creighton-Ward.

- Gray has found out "by secret detection" that Penelope Creighton-Ward has applied for a job as a part owner of an emergency rescue service, leading them to believe that she will not remain a reporter for long.
- Gray believes this rescue service will be seen on television in the autumn. Twenty One confirms she will be joining the Tracy brothers and their "fantastic crafts" in Thunderbirds later in the year.
- Universe Edition 23 contained a headline about the Daleks, something Gray claims she has wanted since TV 21 was first issued.
