The 'X' Factor was an adventure seed in The Time Traveller's Companion which accompanied Dark Secrets of the Time Lords.

The Rani conducts an experiment on early 21st century Earth by introducing a super gene injected into the X chromosome which caused humans to become mutants with various powers. She disguises herself as a genetic scientist for the UN science counsel, allowing her to experiment under the guise of "checking for mutant genes".
