Gerry Davis

Gerry Davis (23 February 1930-31 August 1991[1]) was script editor of Doctor Who from 1966 to 1967. According to Anneke Wills, he originated the idea of the Doctor changing their body. He is the co-creator of the Cybermen with Kit Pedler.
According to the documentary Cybermen: The Early Years, he also co-wrote The Moonbase with Pedler, but was uncredited due to BBC policy at the time.
