Sergeant Ballard was a soldier stationed in Incherton-on-Sea. He was ordered to shoot and kill the First Doctor, Dodo Chaplet and Virginia Hancock, thinking that they were spies. He went after the Doctor and Virginia after they escaped in a boat. He lost track of the Doctor and Virginia at the quarry. (AUDIO: The Incherton Incident)
