Virginia Hancock was an American who sneaked into an exclusion zone around Incherton-On-Sea. She encountered the First Doctor and Dodo Chaplet whilst trying to see why the British Government was hiding something. She caused an explosion and in her escape got Dodo shot. She stole a boat to escape from being shot by John Andrews and Ballard. The Doctor realised that she was sent here because the Americans had known what had occurred here even though it was top secret. She wanted to take the technology so that the Americans could benefit from it. (AUDIO: The Incherton Incident)
