Bernard was a scientist who worked unwittingly for ICIS in several spatio-temporal experiments based on alien blueprints stolen from UNIT. He worked with a man named Kelly as his assistant, who was actually an undercover ICIS agent. His experiments caused temporal distortions, resulting in some horrific accidents, including causing a plane to crash into Windsor and a head on train collision. (AUDIO: Time Heals)
