Bernard Kelly was an ICIS scientist who worked undercover as an assistant for Bernard on his spatio-temporal experiments based on alien blueprints obtained from UNIT. These experiments caused temporal distortions, resulting in some horrific accidents, including causing a plane to crash into Windsor and a head on train collision. (AUDIO: Time Heals)
