Crompton was the governor of Rusina. She explained to Peri Brown how the subs and like system was around how to controlled sentiment on the planet. She was xenophobic and didn't like the Yobblin. She manipulated the Sixth Doctor's message to get the populace to hate him. She played the system tricking Hoffman into thinking that people would dislike lies, but used it to get the prevailing opinion to be seen as the true opinion.
