"David Foreman" was a Watchmaker who posed as a human pilot of the landing-shuttle Purple Love Rocket to observe Bernice Summerfield's mission to the Spire on behalf of the People, in violation of the People's treaty. He was obsessed with muffins following his trip to the Barbarous Times, courtesy of his Home Era's new liberalism. Despite Bernice's violation of the treaty, since a known variable was better than an unknown one, he arranged for Clarence to stop her from committing suicide. (PROSE: Ghost Devices)

David Foreman's name was chosen by Simon Bucher-Jones as an intentional reference to Susan Foreman and her husband David Campbell to imply that he and the Watchmakers are the Time Lords.
