Jeremy Palmer was an agent for the Universal Secret Service in 2066, operating from Norfolk.
He sent USS HQ a photograph depicting him wearing a Dalek Suit which had been constructed by his father. Palmer's correspondence inspired Headquarters to investigate the possibilities of using similar camouflage in the event agents were ever sent to Skaro on spy-missions. (PROSE: Agents In Action)
