Katura was one of the five Consuls of Traken to the Keeper of Traken.

After things settled down on Traken following the defeat of the Melkur, in reality the Decayed Master, and after the Fourth Doctor and Adric had departed, Katura told Tremas that Luvic had been inaugurated as the new Keeper.
