In 2047, Colonel Mann was the commanding officer of World Army Camp David. When Agents Twenty One and Jack Reed came to escort one of his prisoners, the head of SOFRAM, to Washington, Mann told Twenty One he was glad he had arrived because he was fed up of living with a gun in his hand. Twenty One told him that it wasn't over yet and that SOFRAM would be waiting and watching. Mann gave permission for three tanks and four cars to guard the truck in the convoy.
