Head of SOFRAM

In 2047, the head of SOFRAM organised an operation to steal a planatomic missile from Space City.

Escaping from Space City Island in a submarine, he and his crew were briefly pursued by a fleet of aircraft before he gave the order to dive below the water surface. Issuing SOFRAM's demands to the World Government, he threatened to destroy London if the Universal Secret Service wasn't disbanded and Agent Twenty One handed over to them. As the submarine neared its firing location on the coast of Vancouver, he primed the missiles so that they could launch them even if they were attacked. However, he and the rest of the submarine crew were knocked out by Jack Reed with a spinning top full of knockout gas. They were all arrested when World Government forces defeated SOFRAM's in a small battle over the Pacific Ocean and then boarded the ship.

The SOFRAM leader was held at World Army Camp David in Canada. After some time, Twenty One and Jack came to collect him and he was made part of a night convoy but their car was soon run off the road. The chase continued without them. The trio took the overnight bus to Crassville and then boarded a goods train on the trans-America monorail. SOFRAM blew up a section of railway but they nevertheless continued in their carriage and briefly escaped the SOFRAM agents down a mountain. When Jack got stuck in a bear trap, the head of SOFRAM saw a chance for escape but despite Twenty One briefly running after him, he was knocked out with a blunt branch. He met up again with his former comrades but he was surprised to hear that they had orders to kill him to protect the organisation's secrets. However, Jack was able to throw knockout gas onto the scene resulting in everyone becoming unconscious. Upon everyone awaking, there was a brief battle with the SOFRAM agents but their gunshots caused an avalanche which resulted in their deaths and the trio boarded an aircraft to complete their journey although it was later shot down by more enemy agents. The SOFRAM leader got stuck in some quicksand after their crash-landing and, although Twenty One rescued him, he subsequently jumped in front of a bullet aimed at him, not to save the USS agent but to protect the secrets within his head.
