Special Agent Mercer was a member of the Federal Bureau of Investigation who investigated the homicide of Andrew Halliwell. She didn't believe Alison Walker's story about the lights in the sky. She was warned about the War Master from her bosses in Quantico. She followed the Master and Alison. She knew of UNIT and Torchwood and thought that the Master was behind everything.
