The Minister was a 21st century politician.

The Minister was a Member of Parliament with a promising career path who disappeared to the back benches with no official ministerial position after being promoted to a top secret position. She met Woking at a Home Office reception and drank wine with him, but presumed that she would never have to meet him again due to the unlikelihood of any need for his services.
Following the Embankment tube station tremor, the Minister picked up Woking on the road and discussed the matter with him, learning of Charlotte Pollard and Robert Buchan. Woking received a video of two Identical Men leaving Embankment, after which she joined him at Mobile Operations Control and learnt that two human bodies had been found, their clothing removed. The Minister told the Prime Minister the truth of what she knew about the situation but suggested that they claim that Embankment was closed due to a bomb. She took Naomi Davies and Rab to Woking, initially believing that they might be Charley and Robert, and had them sign the Official Secrets Act and work for them. The nature of the Minister's work is not elaborated on beyond the fact that she attends anti-terrorism sessions with the Home Secretary, is in direct contact with the Prime Minister and is Woking's superior.
