The Minister's second regeneration coincided with their promotion from Minister of Agriculture to Minister of Housing on the planet Samael. As such, this new incarnation, though she kept the same face as her predecessor and continued to live under the alias of Felicity Morgan, had a different personality, better-suited to this new job. She was subsequently promoted to Environment, regenerating once again to suit. (AUDIO: The Same Face)
