Paul Quinns was the rebellion leader against Divine Intervention. He wanted to find Robin Bright-Thompson to stop his dictatorship. He kept Andy Davidson as a prisoner in order to get the Eighth Doctor, Helen Sinclair and Liv Chenka to help in his plans.
