Rayo's father

The father of Rayo lived with on the dusty mining planet of Unity. He was killed when his son was young by the Nightraiders, who captured slave labour to work in Unity's mines. Leela, a warrior and long time resident of Gallifrey, eventually came to Unity after she was cast into the Time Vortex by the War Master. In the absence of Rayo's father, Leela lived with Rayo's mother Veega and protected both from danger since he was a baby she eventually came to the planet, where she meet Veega and Rayo.
