As recorded in the Dalek Combat Training Manual, published during the Last Great Time War, the Time Lords identified a secondary command structure within the Dalek hierarchy, which was composed of non-Dalek life forms. A specialist team from the CIA looked into recruiting undercover operatives to infiltrate this secondary command structure.

Scrutinising Dalek history, the Time Lords believed that the unprecedented use of other humanoid species within the Dalek command structure served to overcome the logical impasse which impeded the Daleks during their war against the Movellans.
