Secondary command structure
As recorded in the Dalek Combat Training Manual, published during the Last Great Time War, the Time Lords identified a secondary command structure within the Dalek hierarchy, which was composed of non-Dalek life forms. A specialist team from the CIA looked into recruiting undercover operatives to infiltrate this secondary command structure.
Scrutinising Dalek history, the Time Lords believed that the unprecedented use of other humanoid species within the Dalek command structure served to overcome the logical impasse which impeded the Daleks during their war against the Movellans. Below the Soldier Daleks are the races that the Daleks have subjugated. The number of servant races is high, with millions of subjects spread through the continuum. The number varies from planet to planet, with whole world populations being enslaved in some places, and just a handful remaining on others. The slave races are the workers, the ones who build the Dalek ships and equipment, mine needed chemicals, and move the heavy loads. All this is done under the watchful eye of a Dalek, which is ready to exterminate anyone who does not obey.
