Simon was a child. He dressed as a sand creature in the fancy dress contest. He told Peri Brown that there were events that needed to be spied on. He took his papier mache head from the Sixth Doctor. He often helped Foxwell in his work. He told the Doctor where he got the scale from. He and Peri went to the beach to find another scale. (AUDIO: The Hollows of Time)
